Does the new "Order Manager" allow for sending General non-automated messages to customers?

I see amazon US and amazon CA, but how can I incorporate amazon UK? Also, I don't see at the new order detail level where to email the customer, like the previous orders detail had.

Would a Shopify - Lite account be sufficient to link the accounts? I only need them for Facebook integration.
